A local gem: The Hollin Hills community

Dutko | Ragen Homes and Investment’s most recent renovation project,

2110 Popkins Lane, is located in the innovative and contemporary

neighborhood of Hollin Hills: a collection of 458 houses nestled into 225

acres of wooded, hilly terrain in Southeastern Fairfax County. Nebraska

born builder Robert Davenport acquired the land at a courthouse auction

and began construction on the first home in the neighborhood in 1949.

Davenport was inspired by the contemporary designs of notable DC

architect Charles Goodman, who forged his own path away from the

colonial revival look so common in Virginia. Besides working closely

with Davenport in the design and site planning of Hollin Hills, Charles

Goodman also designed the original National Airport (today known as

Reagan National), the “Hickory Cluster” townhomes above Lake Anne

in Reston, as well as many other noteworthy projects in the DC area.

By 1951, Davenport had 70 homes completed or in the works when

Hollins Hills was designated as the nation’s outstanding development by

the Southwest Research Institute. With his crew of 30-40 workers and

Charles Goodman by his side, Robert Davenport built home after home:

brick split-level ranch homes with gable roofs and floor-to- ceiling

windows allowing tons of natural light. Davenport sought to preserve as

many trees as possible during the building process and fit his homes

according to the contours and shapes of the land. He also made sure to

set aside parkland throughout his development and donated land for a


Davenport, who passed away in 2002, would be happy to know

that today, the dozens of acres of parkland are meticulously maintained

by the local Civic association and volunteers. Hollin Hills has continued

to earn awards for its housing and landplanning. In 1982, Hollin Hills

was awared the “Test of Time” award by the Virginia Society of the

American Institute of Architects. The tight-knit neighborhood has a

review panel made up of residents who meet monthly to review

proposals for construction and modification to homes. According to

resident Michael McGill, any and all changes or additions must follow

the “spirit, intent and harmony of the original design concept to ensure

that there won’t be changes to the feel of the community”.
